If you want to attract top talent, you have to pay them what they're worth. A patriotism card won't help when there are far more attractive alternatives. It's not the IT sector's fault that they can't afford talent, but babus can buy two bungalows each for all their relatives.

The core purpose of every IIT was to nurture scientific temperament in society. It was never just about placements or jobs, but about building a scientific future for us and other developing nations. Apparently, society didn't change, so they started moving abroad.
