The Army says it all started when RR civilian vehicles, on official duty, accidentally held up the Deputy Commissioner's convoy for about 10-20 minutes. After that, the civil administration supposedly ordered the immediate seizure of the Army vehicles and moved them to Atholi Police Station.

According to the Army, the seizure was done without following the standard operating procedures. To sort things out peacefully, the Commanding Officer is said to have sent a Company Commander along with a Quick Reaction Team (QRT) to the police station to request the vehicles' release.

The Army claims the police locked the station gates and ignored repeated requests for talks. When dialogue failed, the gates were forced open. During the clash, a police officer allegedly raised his weapon and threatened the Army men, prompting the QRT to step in, disarm him and secure the area. This was followed by a physical fight involving police personnel, including the Station House Officer (SHO).
