Tan removal tips

I have a dark neck like in this picture. Any acid suggestions? Something that can even out the tone on both my face and neck and brighten it like the chest area, which isn't so tanned. I've heard about kojic, glycolic and azelaic acids. Please share drop recommendations that have worked for you! My budget is under ₹500.
