Supreme Court: Parliament decides; High Court: President decides

Article 124 says there shall be a Supreme Court of India with a Chief Justice of India and, until Parliament passes a law for more judges, up to 33 other judges. Article 216 says every High Court shall have a Chief Justice and other judges as the President may appoint from time to time.
