It's an infrared thermometer. He's measuring the temperature on the road and on the soil. Obviously there will be a big difference. Under trees it might be a few degrees cooler, but not that huge.

First, the difference won't be that high - just a few degrees. And comparing asphalt to grass is pointless. By that logic we'd have to stop building roads. Remember the good old days of kutcha roads?
