But if the blend goes beyond 20% we'd need vehicle makers to adjust their machines. Would the whole of India have to buy new vehicles to run on a 100% ethanol blend?

There was news about cancer‑causing substances formed during ethanol combustion. Can anyone shed more light on this, please?

Technically, at 100% how is it still a blend? Isn't it just pure ethanol then? Or did he mean a 1:1 mix?

Ethanol has about 7% lower energy content than petrol, so it won't damage engine cylinders. Still, a minor tweak to the carburetor and timing is required if the blend exceeds 20%.
