The US and the Iranian government were negotiating, not the IRGC. The IRGC is a rogue force and won't follow any agreement between the US and Iran. They're the ones who attacked the tanker. While the Iranian government opened the strait for ships to pass freely, the IRGC blocked it and won't allow it.
