I don't know where those guys studied, but my friends and I used to have the same hairstyles and outfits at school, even though it wasn't allowed.
A slightly longer hair was okay, but an untucked shirt would have been a disaster.
Long story short, at my school teachers would run their hands through our hair, and anyone whose hair stuck to their fingers was made to stand apart during assembly, their parents were called, and they were told to cut their hair.
