Do you think sometimes these are just indoctrination into certain ideologies? I feel these kinds of questions are hard to answer definitively.

Imagine a school where students must follow many rules - dress code, meal timings, hair style, etc. Those rules limit their freedom. But in a public setting, similar rules protect people. I can speak freely because the law guarantees that right, giving me liberty.

So it really depends on the context, which the question doesn't mention.
