During bicep curls you can get that from a slight muscle strain, micro-tears, pressure from the weights or pushing harder than usual. If you start bruising a lot, see swelling, or the bruise becomes very large, you should see a doctor.

I'm a medical professional. This shows up after a high-strain workout because the capillaries burst just below the endodermis (the skin layer). It can also appear when the skin is stretched. It's completely harmless and will disappear once the blood clots and is reabsorbed.
